I wouldn't say that is quite right. We are not ready to launch the rest apis under oauth.. but you can use the rest api code to back your opensocial js apis. Google will hopefully be supporting the 0.8 opensocial js in several weeks using the new rest based code in Shindig. We won't have the oauth stuff of course though just because we aren't done with it. The rest apis aren't perfectly spec compliant either yet so we wouldn't want to make them public anyway.
