you need to put the maven bin directory on the path. this is not
really a question for this list, I would recommend reading the a
basic command line user guide for Windows or perhaps checking the
maven setup documentation on the maven site or asking the maven user
list.
You have to execute the maven command from the same folder as the
pom.xml that you want maven to read.

It should be where you checked the shindig code out to , that
directory will have a BUILD-JAVA file and a pom.xml as well as
java,features,etc,config folders (to name a few).
