Add HttpResponse-rewriting API to ContentRewriterRegistry

Just as ContentRewriterRegistry has an API to run through all its registered
ContentRewriters against a Gadget, it should have an equivalent API rewriting
an HttpResponse.
This also serves as the basis for cleaning up rewritten-content caching logic
(pulling out of AbstractHttpCache, among other cleanups).
