EndToEnd test for templates was failing as it was unable to load the JavaScript
files. I disabled the test and this bug is to track reenabling.
The first problem was that the JS file load was being rewritten to a batch JS
include. I fixed this with <Optional feature="content-rewrite">, but the
individual JS files were failing to load at
http://localhost:9003/gadgets/filename.js. I will investigate further soon.
