userpref is not internationalize correctly

I'm developing gadgets corresponding to internationalization(i18n).
They have substitution variables at user prefs about this:
http://code.google.com/intl/en/apis/gadgets/docs/i18n.html#Hello_World.
I'm testing this gadget on Partuza! with PHP Shindig, but Shindig doesn't get
substituted message.
I think that the cause of this problem is to have substituted before adding
message bundle to the gadget in GadgetSpecPerser line 153, 155 and 157.
I've created and attached a patch.
