This is a updated version of the patch I submitted at
https://issues.apache.org/jira/browse/SHINDIG-800
It fixes some minor issues I found when building and testing the prototype for
this feature.
Apart from the code and tests for the feature, the patch also include the data
file for nearly all the locales in the world (thus the big patch file size).
But in real applications of this feature, only data files for one locale (the
locale of the user) will be downloaded with the feature code. Therefore, the
size of the download will be very small.
