gadget rendering allows you to set the forced=lib1:lib2:lib3 param.
If that is not set then the gadget has all the javascript rendered inline.
To allow for greater efficiency a default set of libs can be used which will
then be cached in the browser for all apps on a site. By using a consistent
forced-libs setting you can insure that all common javascript gets cached once,
reducing page load time latency.
