Hi,
And is the problem still occurs with USER1 instead?
Can you also launch :
shinken-arbiter -v -c /etc/shinken/nagios.cfg -c
/etc/shinken/shinken-specific.cfg
And see if your resources.cfg file is listed in loaded files?
