Bah, wrong link to Nexus snapshot repo - this is correct: https://repository.apache.org/content/repositories/snapshots/org/apache/ and no Shiro there yet. I started working on upgrading my tapestry5-Jsecurity 0.9 integration to Shiro 1.0-SNAPSHOT and it would be nice to have the snapshots available for others. For now, I'll just build locally for myself only.
