We don't, following the Maven best practices we are not declaring any
repositories in our poms:
$ find -name 'pom.xml' | xargs grep repositories
returns nothing.

But users can override the location of central and/or configure their
Maven proxies and mirrors anyway they like, which is what I believe is
done in this case.
