It worked for me. DeeJay's advise is as verbose as it is because
you've got to follow him word for word instead of being misled by the
site. :)

At the top it encourages you to use your rubyforge account but aside
from encouragement it is of no help. Following the link up there is
even counterproductive.

Instead, you have to look near the bottom of the page for the link
that says "login"; and then use your hard earned rubyforge credentials
there.

Via that advice I was able to post this ticket:
