Building a C Shoes extension (on windows first)

I'm a total Ruby C extension n00b.

I think Shoes has its own Ruby.

I think that Ruby was built with a certain compiler on Windows.

What compiler is that?
(Specifically regarding deps/ruby/lib/msvcrt-ruby18.lib and
deps/ruby/bin/msvcrt-ruby18.dll)
