Another possibility that looks like it might be easy to setup
(I didn't set it up on my machine, not yet anwyway)
roundup.sourceforge.net
which is Python based.  So it could live on Shoooes.net, perhaps.
The docs suggest it supports web, email, and ssh access, but I've
not spun it up yet, so don't know what it presents you with.
