Linear algebra library has still a long way to go, and getting it done is quite important. Shogun can really get benefitted, if this is done properly. However, as you mentioned, having a summer long project with just this is not what we're looking for this year. Feel free to have a look at the detox project, which is planned to include quite a lot of linalg. On an additional note, working on linalg lib is more about general c++ coding, than doing linalg - since we plan to rely on steady linalg libraries for the tasks and not do everything from the scratch on our own.
