To answer your questions, the requirements needed for the project are specified in the project page and you don't need to be super-proficient in all of them in order to be considered :) remember also that GSoC is not exactly an internship, you will have to produce a project proposal in which you will explain how would you intend to approach the task. You will be evaluated on that in order to be accepted. Moreover, the first step to be considered for the GSoC selection would be to contribute to the Shogun repository on Github by sending at least one patch, which can be really anything. To get an idea, please have a look at our entrance tasks [1]. I would suggest starting by trying to port some Shogun examples to our cookbook. See the related issue here [2]. This would be a great way to get to know Shogun and its API. It is better if you share with us the project proposal before the final submission. In such a case, we will be able to give you feedback. For us, it is important to see also a timeline in the proposal which describes the things you want to do (e.g. we do data analysis first, then we will use the models X and Y, etc.) and the various deliverables.
