Looks to me like it's made from a cut down light/medium weight graphite 
fishing rod, something flexible like a spinning rod.

That said, I'd probably start at the bargain bin at your local K-Mart or 
WallyWorld sporting goods dept.  I don't think you'd have to worry much 
about delicate action or premium quality sensitivity.  Just get something 
skinny and cheap.

You'll have to find a way to build up the butt enough to get a grip to stay 
on.  Lord knows how much epoxy you'll have to pour down the hosel to keep 
that skinny tip in place.  I'd imagine you could do some building up with 
some really small diameter pipe, or you could drill through a length of 
dowel and stick that on the shaft before gripping the club.  Same sort of 
thing might work at the business end, too.

Sounds like an interesting Saturday project.
