Ralph,
Assuming you are going from a graphite to steel in your driver, you will 
most probably get an increase in swing weight.  I suppose if you were going 
from a heavy graphite to an ultra light steel you could decrease swing 
weight, but doubt that is the case.  Extending any club length, all other 
factors remaining the same, the swing weight will increase.  In you case, 
making some normal assumptions, your swing weight should go up a bit for 
both of the reasons you state.  Hope this helps a bit.
