If, for instance, you are starting with a Rifle 5.0 and you wanted to soft step then dropping down to a 4.5 would be fine. If these shafts were frequency tested you would not find a big difference between the two. On the other hand, if you were working with True Temper Dynamic Gold shafts then there is a big difference between a S300 and a R300. In that case then the clubmaker would trim the five iron shaft to the four iron specs (for parallel tips) or install the four iron shaft in the five iron head (for taper tips).
