To get a carbon steel wedge to rust evenly you must remove any traces of oil or wax from the surface. Some fine steelwool and soap, wrap the head in a wet rag and set it aside, next day wet the rag and wrap again. Repeat until the rust is what you want.
Some people use a saltwater solution and claim to get more rust faster. I think that's what happened to my truck!
