I think you could probably put together a hw/sw configuration that would satisfy the conditions you set down -- it would be trivial to mount and unmount drives in Linux, and you can control writes with volume privileges -- but I don't think it would run.

Kinda like the old control computers I used to design for large over the
road industrial vehicles with eeproms for the programs.
