JOHN: That is an interesting story in your link - but really and truly what has happened on tour is a multiple combination of things that never were even thought of back in the 80s and early 90s - the PGA Tour mowing fairways to almost nothing and starving them of water for tournament week has increased roll tremendously, the advent of much larger face woodheads with high strength to modulus titanium faces, tour players being much better athletes with much higher swing speeds than 10-20yrs ago, and now the huge one, optimizing launch conditions for these guys with launch monitors. But if the tour wants to get rid of -30 under as the winning score, then they only need to narrow fairways and grow more rough at regular tour sites other than the US Open - Harvey Penick once said, "the woods are full of long drivers" and there is no doubt a 1 degree error in face angle at a carry distance of 300 yds becomes a lot more of a problem to deal with, especially on fairways that can roll 40-50 yds. To have two sets of equipment standards truly would take a little away from one part of the enjoyment of the game.
