My 2 cents are it depends on how you market yourself. I do not expereince high volume, but I do charge well for what I do. With this I would choose the Freq machine. The reasoning is:
 
I can better differentiate my services with a Freq machine. For loft lie, those measurements you can determine dynamically for your client, then take the clubs to another shop for the actual work (I do currently as I am w/o a L/L machine since the great break in. I bring in the clubs and the specs of adjustments for each in the AM and pick them up in the PM. Cost to me is $3 each which I charge to my client $3 if it is not an adjustment on a set I made). Personally, I fit for slope as well as freq, and could not be without my CSIII!
 
For a higher volume shop, it might make sense to go the other way

Should I get a Golfsmith professional lie loft machine or a frequency meter. Has any one tried the jr. club scout from John Kaufman, my only concern with it is the clamping.
