You would do well to accept what Burgess has told you.  He is totally 
accurate on this.  For reasons as he stated, an ISP can get blacklisted, 
buy just about anybody, or even from faulty "scanning" scripts from the 
blacklisters themselves.  It is easy as hell, to get blacklisted, hard as 
hell to get off the list.  Some just time out, others require the ISP to 
jump through a "million" hoops first.  Some people just don't care how 
much trouble they cause.  (the bad guys)....

As Burgess said, talk to your ISP, (nicely), and let them know the 
problem.  They should fix it for you, without you getting a whole bunch 
of spam...

(for what it is worth, I hardly get any spam, - but I take precautions, 
and that is a whole other story).  (simply, - don't browse with 
javascript "on").
