Prep like others, but use Q-tips to apply and wipe/dry/clean hosel with acetone..  Make sure both hosel and shaft tip are dry before applying epoxy.  You may be contaminating epoxy with acetone, be sure you're not!

Prep steel shaft tips on coarse belt sander or fine bench grinder wheel (KEEP TURNING). Use 3/8" stainless steel "tube brush" in an electric drill or a fine - medium  stone in a dremel tool inside the hosel. NOW, clean both parts with acetone and epoxy together.
