For low volume shop you might check Golfsmith. They used to have a very basic torsional resistance measuring tool. Two stands to support the butt and the tip. A locking arm that attached to the tip with a built in degree wheel. A one pound weight that hung on the arm. Not digital. Fairly inexpensive. Accurate enough for any one of our needs I'd say. Who needs to know if a shaft is 3.5* or 3.611*?
