ShopTalk: junior clubs

I'm making a junior set of clubs.  Don't quite know how to measure for putter length.  5 iron length is 33".  Was thinking of doing a proportion of my adult 5 to putter and junior 5 to x.  Any suggestions?  TIA.   Paul Strand
