Files ending in .cpl are (*I believe) control panel files, and are not files anyone should be sending intensionally, so it is safe to assume they are malicious, being distributed by a cyber vandal (not referring to any unfortunate victims here). *Since I have been using *only* Linux for quite a while now, what I remember of windows, may not be totally accurate.
