Yes.  We mix epoxy with "cut" cotton fibers.  However, this just thickens epoxy.  It is still "fluid". I was suggesting that you use cotton thread (or maybe even thin cotton string) and wrap around the tip.  In this way you increase the tip diameter while keeping the shaft centered in the hosel.  It is important that you use untreated "cotton" thread or the epoxy will not impregnate the fibers properly.  Polyfiber thread will not bond to epoxy and could cause a failure.
 
Using milled glass fibers will make flox so hard that its almost impossible to even sand off.  But, its really strong.
