ShopTalk: Rac Irons

Trying to reshaft some TM Rac irons.  There is a little sleeve at the top of the head that makes it rather impossible to get new ferrules in place.  I miraculously saved the last 7 ferrules, but now I can't get a new ferrule on the remaining head.  Please, reasoned replies with ideas how to remedy this problem.  I've tried a little acetone on the ID of the ferrule, I've sanded a ferrule to try to make it work, I've even tried beveling the raised part of the head, but nothing has worked.  Thanks for any input.   Chris.
