The documentation states that with shorewall-perl a 'shorewall refresh'
command is synonymous with 'shorewall restart'.
There are two exceptions to this;
When Shorewall is stopped a 'shorewall restart' command can be used to
start
it, but a 'shorewall refresh' command cannot be used.
A directory can be specified on a 'shorewall restart' command, it
cannot be
specified on 'shorewall refresh' command.
