This is a consequence of the difference in the order of operations in
the two compilers. Shorewall-shell processes the proxyarp file before
the masq file while shorewall-perl does the opposite. Since it is a
configuration error to masquerade proxy-arped hosts at all, I don't
believe this difference is a problem.
