Hi,

I'm maintaining Shorewall packages for RedHat/Fedora for a long time now
and my packages deal with the issue in a smart way. Ports.pm is located in
/var/lib/shorewall/ and also a cached copy of /etc/{services,protocols}.
Ports.pm is rebuilt as part of the startup process whenever a change has
been made to /etc/{services,protocols}. Why reinvent the wheel :)
