I normally don't add new features in a release candidate nor do I have RCs so close together but I think it is important to get this change into 4.4.10 final. This version retains the contents of the dynamic blacklist over restart and stop/start sequences. It also retains UPnP rules (added by upnpd) over 'restart'.
