Fwiw, as an experiment, I've removed shorewall-init completely. I've cobbled up several manual firewall scripts/systemd units that I can stage from boot init through full 'up' state -- handling 'pre' & 'post' setup & exec for network, openvpn and shorewall.
It's not yet clean & tidy, but it's managing to boot without any errors as reported with shorewall-init in the loop. Still need to test & verify the actual events on the boot timeline, but this works around, if not solves, the error issue. ------------------------------------------------------------------------------ Want excitement?
