For those interested

On the tail of Bruno's earlier comment re: (some) distro(s) not having
new-enough systemd in place, or planned, to support the use of upstream systemd
compatible network-pre and network-online targets particularly in the case of
firewall deployment, I've raised the issue of patching systemd @ openSUSE
distro:

Bug 900505 - Base:System/systemd: Bug Requesting Patch to include
v214's new 'network-pre.target' for early/secure pre-network dependency
activation of firewall services
        https://bugzilla.opensuse.org/show_bug.cgi?id=900505

including reference to follow-up discussions at systemd-devel ML.

Short version (more detail at the bug): the usage discussed in this thread is
correct, systemd v210 can be cleanly patched with the upstream v214' commit,
only the addition of After=network-pre.target to network mgmt services needs to
be added.

Pls add voice @ the bug if relevant/interested.
