Also you have to think of all usage people can deploy shorewall.
The most tricky one is what your package will have to do if the admin has a 
local shorewall primary build system with a distributed shorewall-lite devices 
in the network ;-)

Not all will have put their configuration away of the traditional directory 
layout.
