As usual this will be stupid but here I go to show the world I'm able  
to beat own records.

Have you tried ?

eth0            1      128kbps  256kbps 1

Also, for some reason I haven't tried to discover, on my setup same  
set of rules work with TC_EXPERT=Yes and do not work if changed to No.

So I had to set it to "Yes" (no laughs, please). No errors or  
warnings with neither config... so as it was working and didn't use  
more time messing with so many complex interactions, I left it there.

And works flawlessly.

It's an amazing tool.
