OpenWRT doesn't use shorewall for the backend, however there is a
shorewall package for OpenWRT.

I would tend to agree, just use webmin.

Either that, or I believe OpenWRT uses (or used to use) shorewall for
their backend scripts.  See if their web frontend can be adapted to your
needs.
