Have you tried binding the local server to port 81 and redirecting
port 80 to 81?  Just a thought, but if you're having problems going
A->A, it can't hurt to try alternatives.

Also, it might be wise to run a separate server for external and
internal users to prevent security problems.  Apache can do this by
itself, but I don't know if you're running Apache.
