If it is stalled, that means that scp (ssh, in fact) still thinks that the connection is open. That must mean that shorewall is in fact stopping the packets. Of course, this is strange, since I also have ssh rate limited on my machine and have not seen such a thing before. What happens if you use sftp and get the file instead of scp?
