This is covered in the "Introduction to Shorewall"
(http://www.shorewall.net/Introduction.html) which apparently few people
read since this question comes up regularly.

$FW is the shell variable that holds the name of the firewall zone as given
in /etc/shorewall/zones. So the first entry above is not valid; the second
is. Once you have the second entry, then anywhere else in the configuration,
you can use $FW in place of fw.

If your entry in /etc/shorewall/zones was:

foo     firewall

then $FW is the same as foo in the rest of the configuration.
