I can't see that this is a Shorewall problem. Unless you really HAVE to use racoon, I would suggest you use OpenVPN instead, which is an order of magnitude easier to configure than racoon. If you must use racoon, there are documents out there that can help you, but if you haven't done it before then I strongly suggest you set it up on a test system first and don't worry about firewalling it until after you have it working.
