I guess I don't know what you mean by that. Shorewall doesn't admit any traffic 'by default' -- you have to configure it.

I think I can doing routing with shorewall and send RIPs with this daemon.
If you mean configure multiple ISPs with shorewall and then run quagga with RIPv2, I have no idea what will happen. But I suspect that Quagga will only update the main routing table in reaction to changes in the network topology.
