First step is to go to http://www.shorewall.net/traffic_shaping.htm, 
which I note has been updated since I last looked at it. There is an 
example of how to configure an equivalent of "Wondershaper" on that 
page - all you have to do is fill in the interface names and speeds 
to get it working.

Unless you have some specific requirement (in which case feel free to 
ask more), I would suggest that you just start with Wondershaper as 
that will give you a fairly easy system to manage with some useful 
gains.

If you do need more than that, then you WILL have to learn and 
understand TC I'm afraid - it's non-trivial but neccessary.
