Interestsing. Unfortunately, I'm unable to reproduce that behavior here; The setting of the ROUTE_FILTER option has no effect on my ability to restart my Multi-ISP configuration.
OTOH, I'm running 4.1.8 -- I'll install 4.0.10 when I have a chance and see if I can reproduce it there.
