I would suggest
a) Don't run pppoe on shorewall box, instead have both your modems run 
in routing mode and let them handle the pppoe story. ;-)
b) have a look at gwping and swping ( section  ) off the link  U 
mentioned  http://www.shorewall.net/MultiISP.html

If you read these carefully U will come up with the solution ...
