I am trying limit the amount of bandwidth users consume for services other
than VOIP. I want all other internet traffic to be capped at a max of 30%
of total bandwidth. I have followed the guide for setting up IFB Traffic
shaping, but when I perform a "wget" from kernel to org, I am still getting
100% of traffic. Is it wrong to assume that the TC Filters will apply to
the firewall itself?
