Migration from 4.0.15 to 4.4.6 is when this quirk caught me out. 
(i.e. Shorewall-common did break when using the name TEST in params)

I implemented this change today but I will not be able to release it until
Shorewall 4.6 because it breaks compatibility between newly-compiled scripts
and down-rev shorewall-lite and shorewall6-lite.

So in the meantime, I've updated the relevant documentation with a 'do not
use' list.
