- Verify that Shorewall has successfully started (shorewall status).
- Verify that forwarding is enabled (cat /proc/sys/net/ipv4/ip_forwarding
should show '1').

If neither of those are the problem, then please collect a dump file as
described at http://www.shorewall.net/support.htm#Guidelines and forward it
to [email protected].
