The man page for btdownloadcurses clearly state:

       --max_upload_rate kbytes
              maximum rate to  upload  at  in  kilobytes,  0  means  no  limit
              (default 0)

I am assuming that you are using the command line client, since you do
not specify a specific client application you are using.
